      Set ROS_HOME when launching from upstart. · 8d9be589

      Since roslaunch is executed using setuidgid, it may not have permissions
      to write to ${HOME}/.ros when using upstart ($HOME will be /root). This
      can cause issues with some functinality in ROS. Set ROS_HOME manually to
      the setuidgid user's ros directory to prevent this.

      Different 'electric' branch no longer required - although it will be
      recreated by ROS's release tools. The same code now functions in both
